Congress did not reach an agreement to fund DHS before the February 13 deadline. If you have been furloughed and your pay is delayed, CVB may be able to help with a zero-interest emergency loan to help cover essential expenses during this time.*

Good news: funding legislation has now been signed into law, ensuring continued pay for active-duty military members and funding for most federal government operations.
Throughout the recent uncertainty, CVB and Frontwave stood ready to support Members whose pay might have been delayed. Because many military Members and federal employees receive their pay through direct deposit with us, we can act quickly to help those impacted stay on track when pay interruptions occur.
While this agreement covers military pay and most federal operations, funding for the Department of Homeland Security is currently extended through a short-term measure. Lawmakers are expected to address this within the next two weeks. If disruptions occur affecting DHS employees or other federal workers, we remain ready to support impacted Members.
Our commitment doesn’t change. When uncertainty hits, we work to make sure our Members have support and options when they need them most.
Direct deposit allows us to automatically advance pay for active-duty military Members and quickly assist federal civilian employees if shutdown-related pay delays occur. If you’re not set up yet, our team is ready to help you make the switch.
For DoD and Federal Civilian Employees

For Active-Duty Service Members
If future military pay is delayed, CVB will automatically advance payroll for active-duty service members who have qualifying direct deposits with us.**
Please stop by a branch or give us a call if you are on active duty with direct deposit with CVB and need a payroll advance,
- Payroll advances will post on your normal payday
- Advances are based on your recent direct deposits, up to $6,000
- Advances will not post two days early
- When back pay arrives, funds are automatically applied to repay the advance
- Additional terms apply

** Payroll Advance Terms: By using funds advanced by Frontwave into your account, you agree that Frontwave may advance payroll funds into your account via electronic funds transfer and debit your account in the same amount when your payroll direct deposit resumes. Frontwave reserves the right to change these terms at any time. We will continue monitoring the shutdown situation to determine whether additional funds will be advanced beyond the initial advance. Restrictions may apply.
If a deal can’t be struck and we do enter a shutdown, we will advance payroll for active-duty service members who are CVB Members with direct deposit for any impacted pay cycles. We will also support DoD employees and other federal workers who are Members with direct deposit by offering access to a zero-interest emergency loan.

What happens if I just set up direct deposit?
Only active-duty service members with qualifying direct deposits at CVB or Frontwave received on or before January 30, 2026, are eligible for this shutdown’s payroll advance. New deposits set up after that date won’t qualify, but switching now can help protect future pay.
Will cost-of-living increases or promotions be reflected in the advance?
No. Payroll advances are estimated based on your recent direct deposits.
Can new Members join and qualify now?
Payroll advances are limited to active-duty service members with qualifying direct deposits at CVB or Frontwave received on or before January 30, 2026. New Members can still set up direct deposit now to ensure eligibility for future situations.
What if I am a civilian DoD or federal employee who was furloughed?
If you are a civilian DoD or federal employee furloughed during a shutdown, we offer zero-interest emergency loans to qualifying Members who have not yet received their pay. See above for details.
What if I don’t qualify for a payroll advance and need help?
You may be eligible for a zero-interest emergency loan or loan payment relief options such as skip-a-payment or extensions.
